ColumbiaGrid (Portland, Ore.) has inked an agreement with eight utilities to develop tools that will ease transactions between transmission buyers and sellers. The Open Access Same-Time Information System (OASIS) Functional Agreement establishes a new program at ColumbiaGrid that addresses federal requirements to standardize and simplify open access to the electricity transmission system.
