FED:Delays expected as airport workers strike

AAP General News (Australia)

FED:Delays expected as airport workers strike

SYDNEY, Aug 19 AAP - Striking quarantine staff are set to cause delays at international
airports on Friday morning.

The workers, who screen arriving passengers for biosecurity hazards and other prohibited
items, will down tools at airports across the nation for four hours beginning at 6am.

It follows similar two-hour stoppages at airports last week, causing some minor delays
for travellers.

The industrial action is being carried out by members of the Community and Public Sector
Union (CPSU) over stalled pay talks with their employer, the Department of Agriculture,
Fisheries and Forestry (DAFF).

Talks on Thursday aimed at resolving the dispute failed to reach an agreement.

"Despite our best attempts today, discussions failed to resolve the pay issue," CPSU
national secretary Nadine Flood said.

"We would urge people collecting inbound international passengers tomorrow morning
to factor possible delays into their plans."

Other workers involved in the strikes include cargo inspectors and staff examining
inbound international mail.

The CPSU is demanding a 3.6 per cent pay rise, in line with the consumer price index.

It says it has been offered a three per cent rise by the DAFF.

A notice posted on the DAFF website said the department was aware of the strikes.

"It is intended that departmental operations will continue during periods of industrial
action. Established business continuity plans have been activated," the notice read.

What Australian newspapers say on Saturday, April 17, 2010

AAP General News (Australia)
04-17-2010
What Australian newspapers say on Saturday, April 17, 2010

SYDNEY, April 17 AAP - The current refugee intake of 13,750 people puts Australia among
the top for resettlements per capita, but the UN High Commissioner for Refugees system
is often inefficient in processing refugees within reasonable timeframes and is struggling
to meet demands placed upon it, The Australian says in its editorial today.

The Rudd government has good reason to invest more time and resources working for more
effective co-operation over the issue in international forums and with non-government
groups with expertise, the newspaper says.

"In deciding which applicants with a legitimate fear of being persecuted in their homelands
are most worthy of refugee status, Australia needs a more rigorous system of triaging
applicants.

"It might seem harsh to some, given the abundance of trauma and suffering experienced
by many seeking shelter on our shores. But in truth, the humane response is to do everything
possible to ensure that the most desperate of the desperate are given priority."

The Sydney Morning Herald says the chief justice of the NSW Supreme Court, James Spigelman,

referring to the legal and cultural treatment of violence against women, has raised an
important issue: to what extent should Australian respect the values and attitudes of
minority cultures influence sentencing for crimes that have been committed.

Australia's states and territories recognise to varying degrees the special situation
of indigenous Australians. Aspects of indigenous customary law can be taken into account
in sentencing indigenous offenders, but this isn't a precedent for those from other cultures.

Indigenous policy offers no useful model for the treatment of minority ethnic groups
who migrate to Australia, where a system of law and of cultural values underpinning the
law are firmly in place and based on British and other traditions of still longer standing,
the newspaper says.

"Unlike indigenous Australians, those groups have - or had - a choice whether to engage
with white Australian culture. Having made the choice, they must accept the consequences
when it comes to questions of law."

Sydney's The Daily Telegraph says the estimated extra amount households will have to
spend next year and in years to come to cover the steeply rising cost of living is $3000.

The latest bad news involves gas prices, which are set to jump by double the rate of
inflation. Add that to absurd and insulting rises in electricity and water charges and
we're all in for a financial belting, the newspaper says.

"For many ordinary families, a sudden increase of $3000 in living costs will mean the
difference between choosing schools for their children or upgrading to a newer, safer
car...

"Let's hear our politicians telling us what they plan to do about the crisis that they
haven't dodged.

Melbourne's Herald Sun says the biggest problem with Prime Minister Kevin Rudd's $50
billion health and hospitals reform plan is Kevin Rudd.

If he were to take a step back and stop trying to bully the premiers and chief ministers,
his reforms might have a chance of being adopted, but not necessarily in the way he sees
them.

Mr Rudd has offered to put up 60 per cent of national hospitals funding against 40
per cent from the states, the reverse of what happens at present," it said.

"But for putting an extra 20 per cent into the health pot, Mr Rudd demands the states
and territories give up 30 per cent of their GST funding, and not everyone was going to
agree to that. Certainly not Victoria's John Brumby, who wants a 50-50 split, with the
states and territories drawing on this pool to run their hospitals.

"But whatever the argument over how much and from whom, it is an unnecessary rush to
judgment by a Prime Minister who has embraced a crash-through-or-crash approach on major
issues."

Melbourne's The Age says despite mounting concerns about the operation of the Rudd
government's school building scheme in Victoria, the state's taxpayers are yet to see
a report card as governments opt for a ''need to know'' approach at the expense of timely
transparency.

In short, state Education Minister Bronwyn Pike is resisting calls from principals
and parts of the construction industry to release financial and other information on the
scheme's progress, but says the federal government knows all the facts.

By contrast, NSW has had the benefit of enlightenment and the results have led to allegations
of massive overcharging by contractors - which may explain some of the reluctance here.

"Whether taxpayers are getting value for money through the scheme generally remains
an open question...

"But surely taxpayers have a right to know the nuts-and-bolts of such a large project.

The case for transparency, in this instance, outweighs the case for discretion."

Brisbane's The Courier-Mail says state premiers and territory chief ministers need
to approach Monday's Council of Australian Governments (COAG) summit on health and hospital
reform with the national interest as their top priority.

The Rudd government's National Health and Hospitals Network might not be perfect but
it represents the most comprehensive reshaping in this generation of the approach to health
care.

The aim is to reform how health care is administered: primary, aged and mental health
care will be the sole responsibility of the federal government, with additional funding
pledged across these sectors providing public hospitals significant relief as more people
are treated in the community rather than in wards that should be treating the injured
and ill, the newspaper says.

"Mr Rudd should push on with his plan confident he has the overwhelming support of
the Australian people. If one or more premiers wants to stand in the way, the other leaders
should look for a way to get around them."

Business has backed the federal government's attack on Westpac .. blaming a lack of

AFL: The tradition continues at the MCG

AAP General News (Australia)

AFL: The tradition continues at the MCG

By Mike Hedge

MELBOURNE, April 25 AAP - The makers of one tradition came to the MCG to uphold another.

Men with chests full of medals, their best years behind them and an afternoon's sport
ahead, came to the ground as part of their Anzac Day ritual.

The Essendon-Collingwood match is one of the AFL's "blockbusters" and this one lived
up to the tag in the stands and on the ground.

"It's the occasion," said WWII veteran Arthur Strong.

"You go to the march, you have a couple of drinks with your mates, and then you got to the footy.

"Life should always be so simple."

Essendon won a match that turned out to be worthy of the day, kicking 13.15 (93) to
Collingwood's 12.16 (88).

The Anzac Day match has been a massive success for the AFL since its inception as a
permanent Bombers-Magpies encounter in 1995.

A crowd of 94,825 filled the MCG that year, the second biggest home-and-away turnout ever.

On Saturday they pulled a respectable 84,829.

The special Anzac Day match is the brainchild of former Bombers coach and one-time
national serviceman Kevin Sheedy.

Sheedy recognised that the biggest stumbling block to staging the permanent match on
Australia's national day of remembrance would be the RSL.

With typical cunning, he decided the then-Victorian RSL president Bruce Ruxton, a rabid
Collingwood fan, was the man he had to work on and duly convinced him it was a good idea
for their two clubs to play for a special trophy.

Sheedy, naturally, was the concept's biggest supporter and remains so even in retirement.

In the week leading up to the match he invited his old team to visit the Shrine of
Remembrance, the focal point of Melbourne's Anzac Day march and the site of the dawn service.

"We had a good look around, learned a lot about Anzac Day and the men who made it,"

said the Bombers' Sam Lonergan.

"It sort of put some of the spirit into you."

Lonergan had enough spirit to kick a goal that put Essendon into the match in the second
quarter, only to leave the ground injured a few minutes later.

There is also some schmaltz attached to the game - but it's good schmaltz.

When the players ran onto the ground on Saturday they came out together and ran through
the same banner.

Then they got stuck into each other.

NSW: Drought figures increase in NSW

SYDNEY, April 6 AAP - Drought figures in NSW have increased this month, leaving the
state's farmers on a roller-coaster, Primary Industries Minister Ian Macdonald says.

Warm weather and low rainfall, except in the central west and south east, has led to
an increase of about two per cent in the area of the state in drought.

"This is somewhat disappointing, given that the figures in the trend line were downwards
for the last three or four months," Mr Macdonald told reporters.

"The area in drought in NSW is now 42 per cent," he said.

"Farmers are definitely on a roller-coaster, which is providing some problems for them
in their planning."

Mr Macdonald said farmers needed good autumn rain to get their winter crops in quickly.

However, he said all the weather bureau research indicated that NSW would have a wet winter.

Czech Republic: Constitutional Court Upholds User Privacy In E-Comms.

A legal duty to store and retain certain data relating to e-communications users has been overturned by the Constitutional Court.

Providers of public communication services will need to review their current retention policies to ensure that they do not retain a wider scope of data and for a longer period than is permitted after the legislation was cancelled as of 12 April 2011.

Under the Act on Electronic Communications, providers of fixed and mobile telephones, internet and other public communications services were obliged to retain certain data about their users for between 6 and 12 months.

In practice, the data stored by providers included:

the source, destination, date, time, duration and type of all phone calls, whether successful or unsuccessful

IP addresses, data transfer volumes, domain names visited, data indentifying communications equipment and the URLs for all uses of the internet and other public network services

The obligation to retain the data derived from EU Directive 2006/24/EC requiring providers of public communication services to retain certain data for investigating, detecting and prosecuting serious crimes.

However, the Constitutional Court ruled that the Act on Electronic Communications (and the decree implementing it) should be cancelled on the grounds that:

it did not provide sufficient safeguards to guarantee that users' data would be sufficiently protected against unauthorised or excessive use by public authorities

the relevant provisions of the Act therefore infringed individuals' constitutionally protected right to privacy

the scope of users' data required to be retained under the Act was significantly wider than that required by the Directive

the Act permitted data retention for purposes other than the investigation, detection and prosecution of serious crimes (eg for minor crimes) whereas the Directive did not

the Act did not sufficiently specify which public authorities were entitled to access the data, and that users were not given sufficient rights to be informed which authorities had access to their data.

Law: Act on Electronic Communications; Directive 2006/24/EC; Decree No.485/2005 Coll., on Scope of Traffic and Localisation data, Its Retention Periods and on Form of Its Manner of Handing Over to Public Authorities

Swedish National Police select Unisys to support law enforcement systems in $3.5 million contract.

BLUE BELL, Pa.--(BUSINESS WIRE)--Nov. 30, 1995--Unisys Corp. Thursday announced that the Swedish National Police Board has selected the company to manage the support of the Police Board's multivendor client/server computing systems.

By unifying this responsibility under one services provider -- Unisys -- the Police Board is ensuring the availability and optimum performance of these critical law enforcement systems. The three-year contract represents more than $3.5 million in new services revenue for Unisys.

As the Police Board's single point of contact and prime services provider, Unisys will be responsible for all work related to the maintenance and support of desktop and network systems at more than 350 police stations, laboratories and academies across Sweden. This includes coordinating service delivery and supervising other service providers.

Unisys will maintain network servers, workstations, printers and encrypting equipment from Bull, Compaq, Hewlett-Packard, Sun Microsystems, Unisys and other suppliers. In addition, Unisys will support application and operating-system software from Microsoft, Novell, Lotus, Computer Associates, Informix and Unisys.

The agreement is a key element in the Police Board's strategy to optimize the availability of these computer systems. By "out tasking" these support requirements to a single vendor, the Police Board is reducing administrative burdens, eliminating contention among vendors and simplifying service requisition.

This consolidation will accelerate service delivery and ultimately improve the overall performance of these systems.

In selecting Unisys, the Police Board is acknowledging the broad range of services and technical expertise available through Unisys Desktop Services and Network Enable programs. Unisys Desktop Services specializes in the ongoing support of desktop and network systems.

Aspiring for big savings in small packages: RadioFrame uses expertise from former McCaw execs to sell picocell base station equipment to carriers.(marketing of RadioFrame Networks)(McCaw Cellular Communications Inc.)(Company Profile)

Remember Project Angel? Back in the 1990s, it was such an "emerging technology" that even some of the engineers hired to work on the project didn't know what they were signing up for.

Sometimes things come full circle. Some of the leaders of AT&T Wireless Services' Project Angel--one of the most infamous wireless local loop systems--are together again. This time, it's with a venture-backed firm called RadioFrame Networks. Founded in 1999, it's backed by some of the biggest names in wireless: Craig McCaw, Steve Hooper, Nick Kauser, and its chairman is Rob Mechaley. In fact, five of the top seven senior executives are former McCaw Cellular Communications execs.

Based--where else?--in Bellevue, Wash., the company boasts a base station product lineup that includes solutions for backhaul, temporary events and in-building environments. RadioFrame has a handful of trials either under way or in the queue with European and North American operators, but its most lucrative deal to date is its multimillion-dollar contract with Nextel Communications.

Back in March, Nextel said it would expand its contract with RadioFrame to deploy its MC-Series base station solution. And RadioFrame managers say they're confident in theft multiyear deal despite Nextel's merger with Sprint, which was set in motion before RadioFrame even inked the contract with Nextel.

RadioFrame executives say one of their selling points is that the MC-Series uses a software-controlled technology platform and supports migration to any technology platform, be it 2.5G or 3G. According to RadioFrame's vice president of engineering, Greg Veintimilla, who worked on Project Angel in the 1990s, he and his colleagues learned first-hand what a huge deal it is for a carrier to make a major technology decision. Now at RadioFrame, the group is trying to make it easy on their carrier customers by providing solutions for any air interface--GSM, GPRS, EDGE, iDEN and Wi-Fi, with CDMA 2000 and UMTS solutions under development.

Founder Mechaley sees a never-ending series of technology upgrades in wireless. The idea is to apply somewhat of a Legos theory to wireless gear, where RadioFrame supports every iteration of next-gen systems. "I think we should always benefit from advances in technology as rapidly as we can" he says.

Hooper, a founder of Ignition Partners, one of the venture capital firms that invested in the company, calls RadioFrame's solution an "elegant" one for carriers. While it's not 100 percent software-defined radio (SDR)--and even SDR Forum members may differ on its exact meaning--SDR is part of RadioFrame's technology. About 80 percent of its business is software-driven, with just 20 percent on hardware, for which the company uses various North American contract manufacturers. RadioFrame says its picocell solutions not only cut down on expenses related to power supply, but also those related to HVAC requirements.

Phil Marshall, an analyst at the Yankee Group, says the in-building market, for one, is becoming more important as wireless service providers roll out advanced data services. "These guys have a compelling solution" he says of RadioFrame, adding it will be important to minimize integration requirements for service providers and keep their costs in check, both aspects that RadioFrame executives say they offer, although they declined to reveal specific pricing information.

How is the company selling its technology to carriers already spending heavily on network upgrades? RadioFrame CEO and President Jeff Brown says that at the end of the day, carriers are trying to solve a problem or go after new markets. With networks moving toward higher and higher data speeds and 3G types of solutions, network managers are in need of space-saving, future-proof and economical solutions, which is where RadioFrame comes in.

"A simple way to look at it is we really are an additional tool in the toolset of the guy who's managing the network," says Rick Applegate, RadioFrame's senior vice president of sales and marketing.

The McCaw team took a risk in the 1980s, stitched together a wireless network and made a windfall when they sold it to AT&T in 1994. With several of them together again, can they make a repeat performance, albeit at a different level?

Brown acknowledges that while RadioFrame works closely with carriers, it often goes through OEMs that carriers are familiar with when it comes to trials or deployments. It wouldn't be a stretch of the imagination to see one of those OEMs consider an acquisition of RadioFrame. But, Brown says, "None of us are in a rush to make it happen." Apparently, the gang is having too much fun on its own.

RELATED ARTICLE: Angel's wings clipped, but not grounded.

Today, one need not look far to see the offshoots of what was the former AT&T Wireless Service's proprietary Project Angel, which consisted of pizza-box sized dishes mounted on homes to deliver high-speed Internet and voice services using fixed wireless.

It was designed in part as an end-run around local phone services. And while AT&T laid it to rest in 2001, the core technology ended up in the hands of Netro Corporation and eventually SR Telecom in Canada when it acquired Netro.

"Project Angel was a great idea ... It was just 10 years ahead of its time," says Steve Hooper, a former AT&T Wireless CEO and longtime Craig McCaw colleague who now serves as founding partner of venture capital firm Ignition Partners.

Back in the 1990s, AT&T gathered talent from vendors around the country to make its vision of Project Angel a reality. Elliott Hoole, who was with Texas Instruments before joining AT&T Wireless, was a member of the team that won patent honors in 1999 for their development of the core airlink technology in the Project Angel system.

Now vice president of technology development at RadioFrame Networks, he recalls how engineers didn't know exactly what they were getting into at the start of the super-stealth project to develop a wireless local loop system, which ended up as an early version of OFDM-based systems that would later pop up in everything from 802.11g to 4G. "You just had to take a leap of faith and join the team," Hoole says.

Are you prepared to tech the risks?

Byline: TONY HAZELL

SAVERS are being swept up in a technology gold-rush seemingly unaware of the massive risk they are taking with their money. New internet millionaires appear on our TV screens and in the papers every week.

Small savers are piling into internet shares and technology-based investment funds under the impression that they offer a one-way ticket to riches.

At least [pounds sterling]2 billion is expected to be invested in share-based individual savings accounts (Isas) over the next six weeks and a large proportion is heading for technology funds.

Now financial advisers selling share-based Isas are becoming concerned that savers often seem oblivious to the huge risk these funds carry.

Jason Hollands, of independent financial adviser (IFA) Best Investment, says: 'Eight out of ten callers want tech-

nology funds. The typical caller is someone in their 50s or 60s who wants to invest in technology because they have heard it's a safe bet.

'Often these people have no idea of the risk they are taking which is completely inappropriate for someone close to retirement.

'Many people fail to realise that if they use a straightforward UK growth fund, a good proportion will be going into technology. They need to ask whether they want all of their money in just one high-risk sector.' Peter Hargreaves, of independent adviser Hargreaves Lansdown, says: 'Technology is first, second and third.

I believe tech stocks are overvalued.

They might be right over the long-term but there will be winners and losers.' Hargreaves Lansdown is taking [pounds sterling]500,000 a day into Jupiter's new technology fund.

Investments into this and the well-established Aberdeen Technology fund dwarf all others.

The advisers stress that although technology should prove a good long-term investment people should be investing only if they can afford to ride some fairly dramatic rises and falls.

Ian Millward, of IFA Chase de Vere, says: 'If you buy a tech fund you have got to view it as a long-term investment and be prepared to see some big ups and downs. When stocks have gone up 200pc in a year there is a danger of big falls.' Most concern is building up around small investors who are buying into single shares in the hope of making mega profits.

It's easy to see why the advisers are worried. Take the case of Orchard Furniture. It's a shell company, meaning it has been set up with next to no assets and intends to buy into other companies when the opportunities arise. Currently it has assets of about [pounds sterling]1million, but its stock market valuation is [pounds sterling]30 million. This is a massive gap to plug.

Traditionally, companies' share prices run at about 15 to 20 times their annual earnings.

If investors are very optimistic about their future potential profits, the share price might rise to 30 times current earnings.

But some technology company shares are now trading at up to 200 times their annual earnings - and most internet companies have never made a profit.

The track record of every innovation is that it becomes cheaper and profit margins are squeezed. Think of how much computer, mobile phone, television or video you got for your money ten years ago and compare it with now.

There also tends to be a spate of new companies seeking to exploit the technology.

Most fail, resulting in losses for their investors.

Mr Hollands says: 'Part of the difficulty is that people will invest only in the funds that are top of the performance tables.

'Last year we were trying to sell technology and Japan and most people didn't want to know. This year I think Europe and even the FTSE 100 would be a far safer option than technology.' The difficulty for advisers is that no one knows precisely how long the technology bull run will last. It could still be going in a year or 15 months or it could all collapse next month.

IFAs recommend that savers who want technology stick with established funds with a

good track record. Mr Millward's favourite tech funds are Fram-lington NetNet, Henderson Global Technology and SocGen Technology.

Another name which crops up regularly is Aberdeen Technology.

These funds all have experienced fund managers with a proven track record - though even these could have dramatic ups and downs.

The best of these funds are investing in businesses which stand to benefit from technological advances and better business-to-business communication rather than hollow internet companies.

The message from advisers is clear. Before heading for technology consider how much risk you are prepared to take. And unless you're an expert, steer clear of investing in individual internet shares.

Because there's a real danger that sooner or later people will notice the Emperor isn't wearing any clothes.

Dollar Financial Corp Consummates Previously Announced Acquisition of Purpose U.K. Holdings Limited, (MEM), the Leading Provider of Internet Loans in the United Kingdom.

BERWYN, Pa. -- Dollar Financial Corp (NASDAQ:DLLR), a leading international diversified financial services company serving primarily unbanked and under-banked consumers for over 30 years, today announced that its wholly owned U.K. subsidiary, Dollar Financial U.K. Ltd., has completed the acquisition of Purpose U.K. Holdings Limited, the parent company of Month End Money ("MEM"). MEM, which was established in 2003, operates under the brand name PaydayUK and is the market leader in the region, providing loans through both internet and telephony-based technologies throughout the United Kingdom. The initial funding for the transaction was provided by a combination of existing cash and utilization of the Company's recently expanded global revolving credit facility. The total purchase price of the transaction at closing was $195.0 million.

Commenting on the acquisition, Jeff Weiss, Dollar's Chairman and Chief Executive Officer, stated, "The expansion of our internet lending platform through the acquisition of MEM, in concert with our significant financial services store footprint, which provides short term consumer loans, secured pawn lending, gold purchasing, check cashing, money transfer, foreign exchange, and a number of other products and services, further strengthens and secures our position as the leading provider of financial services to the unbanked and under-banked consumers in the United Kingdom. We look forward to leveraging the MEM management team and their scalable technology platform, strong business acumen and industry expertise in the future expansion of our global internet lending platform both within the United Kingdom and Canada, as well as to other countries in Europe. As we have experienced little cannibalization of our store based business from our existing internet sales channel in both the U.K. and Canada, the expansion of our internet platform will allow us to reach a new customer demographic in the market place."

"It is our mission to be the leading global provider of financial services to the under-banked and unbanked consumer, which we refer to as the ALICE demographic (or asset limited, income constrained, employed). The ALICE customer segment is increasing all around the globe, and we are squarely focused on expanding our set of products and services and sales channel delivery platforms in existing and new markets to meet their growing needs. Traditional banks are generally not a viable option to help the ALICE demographic with their short-term credit needs, as the loan amounts are typically too small for banks to efficiently service them, while the fees for overdrafts, NSF checks, and other quasi-short term lending vehicles provided by banks and other traditional lenders are generally a more expensive alternative for cash and credit constrained consumers. The development of a global internet platform, hand-in-hand with our credit analytics group, will allow us to reach these consumers in an efficient and cost effective manner."

For the remaining three months of the fiscal year ended June 30, 2011, the Company anticipates the MEM business will contribute approximately $7.0 million of incremental EBITDA inclusive of non-recurring transition expenses. Furthermore, considering additional non-cash amortization expense related to acquired intangible assets as a result of the application of purchase accounting, the MEM business is expected to contribute approximately $0.05 per fully-diluted share during the fiscal fourth quarter ending June 30, 2011. The Company anticipates it will update its earnings guidance for the fiscal year ending June 30, 2011, which will include the MEM transaction, when the Company announces its financial results for the three months ended March 31, 2011.
